Article 4 of the EU AI Act requires providers and deployers of AI systems to ensure a sufficient level of AI literacy among their staff and among others operating AI on their behalf. There is no exception for smaller companies and no size threshold. What counts as sufficient depends on the role.

Is AI literacy mandatory?

Yes. Article 4 of the EU AI Act requires every organisation using AI to ensure a sufficient level of AI literacy among the people working with it. The duty has applied since 2 February 2025 and has no exception for smaller companies.

Do staff need an official certificate?

No. The law prescribes no diploma, exam or certificate. What is required is a level of understanding appropriate to the role. An internal session is often enough, provided you record that it happened.

Who does this apply to?

Everyone working with AI systems, including people doing so on your behalf such as contractors and vendors. The level required differs by role.
